Reopening micro-entrepreneur business in France?

If we do not have time to apply and have a reel simplifie to micro-entrepreneur transfer approved before early December, then we would simply close the reel simplifie and apply to rejoin micro-enterprise at a later date?
Is there a time limited for reopening a micro-enterprise business if we choose this option?
Could we close the reel simplifie at the end of 2016, for example, and apply to open a new micro-entrepreneur for the 2017 year?
