Why am I required to complete the yearly tax declaration?

I am an auto-entrepreneur and have opted for micro social fiscal, ie. I pay 21.3% social and 1.7% tax payments on a quarterly basis. With regard to the tax, as I understand it, and this was the main reason I opted for social/fiscal, the payment of 1.7% for tax covers my total tax liability for my declared income. Is that correct? If that is the case, why am I required to complete the yearly tax declaration which has just dropped through the letterbox?
