Where can I pay my business CFE if not on-line?

I am in the process to create the online account for Business with impots.gouv.fr site de la Direction Générale des Finances Publiques. However the letter with the activation code did not arrive yet (already long time).

Where if not on-line I can pay CFE for business? How do I know how much is to pay? The cut off date is 15th december.

If I miss the deadline, what will happen?
