When to make first payment to URSSAF?

I have successfully set up my account with Net-entreprise and the declaration form has now appeared. I started the business 01/02/2012 and thought I would make my first payment online at 30/06/2012 but at the top of the online form it says Payable at July 31, 2012. The paper form I received also says the same. I opted for Quarterly payments. Is this because I commenced trading in February as opposed to January?

Must the payment be made on the day of the deadline or can you make it sooner? For example, if know you will not be receiving any further payments from your clients 10 days before the deadline can you make your declaration?
