When to make first auto entrepreneur declaration?

My husband became autoentrepreneur on 1st November last year. So far he has not worked, but I know he has to declare even if the receipts are zero. We have tried to declare online but have been unsuccessful. I seem to remember that he might not have to declare until April, but I’m not sure?
