When to change from auto-entrepreneur to travailleur independant?

I was going to change from auto-entrepreneur to travailleur independent and was under the impression I could do this in January. I’ve been to see URSAAF and they said I should have done it in December. I though that I could still do it, pay the cotisations as if I was auto-entrepreneur until the end of the year but have the status travaillleur independent?
