When is the Contribution Economique Territoriale normally invoiced?

Postal invoices for Contribution Economique Territoriale CET are no longer sent out. I have set up an on-line account with impots.gouv.fr but there is not invoice showing on the online system. I am a little concerned as I would have expected the invoice to be available by now.
