When is my first turnover declaration due?

I have just contacted URSSAF regarding making my first quartely declaration which I was expecting to make shortly, having registered my debut activite as 1st October 2011. However, I was told that I have untill April 2012 to make my first declaration not January 2012 as I thought. Can this be correct? It would be around 180 days after my first business activity. If true it would be great, but how do I make sure they allow a max turnover of 16k rather than 8k?
