When do I pay my auto-entrepreneur cotisations?

I am now a registered auto-entrepreneur with a start date of 2 September. I opted for monthly declarations, but it seems I am unable to declare until 1 January - according to net-entreprises.fr. Is this correct? Will it therefore be monthly from January? I would prefer to start paying immediately. Also, how can I go about applying for a carte vitale?
