What’s the skills and talents residency visa about?

The French government has come out with a Skills and Talent Residency Card to boost entrepreneurship. Can you shed more light on the ins and outs of coming into France this way? Is there a tax savings for being able to contribute to the French culture through skills and talents? Or is it just more paperwork and the right to live in the country for 3+ years? Would it still be necessary to register as an auto-entrepreneur?
