What to write in etranger hors union europeenne section for délivré à...?

I’m trying to do auto-entrepreneur registration online and I am at the section of Nationality. As I am Australian and it brings up a new section etranger hors union europeenne. It is asking for:

Numéro du titre
Délivré à

I only have a récépissé as in my last appointment with the prefecture I am supposed to have business papers before being able to get the first title du séjour. So for 1 do I just put the number of the récépissé? Where do I find this? It says Fait a - Parise (cite) is this what I put here? And where do I find the département? Is this a number or a code of some sort?
