What should I do about a late payment to URSSAF?

I totally forgot to pay the second quarter 2014 online. I guess I was waiting for a letter from Unions de Recouvrement des Cotisations de Sécurité Sociale et d’Allocations Familiales (URSSAF) but I now realise that I am set up to pay online. The problem is: now I no longer have access to second quarter declaration online. I have since received a letter from URSSAF telling me that I will have to add a 49 euro penalty when I do pay.

Should I call URSSAF and ask them to send me a paper declaration?
Should I just add the second and third quarter declarations together, and pay at end September/October?
