What permissions do I need to sell on car parks?

I run a mobile book exchange business whereby I visit my regular customers at their homes to sell. Several people have suggested that I set up in car parks in villages with a high British population and wait for the customers to come to me, like the Outiror lorries. Now, I know this would entail all sorts of permissions if not extra licences etc. so have never really considered it to be a viable option. However, now I am looking at ways to expand the business and wonder if you could tell me what I would have to do to sell in this way or at least where do I go to find the answers?
