What is Net Entreprises?

I have noticed that Net Entreprises is mentioned in some of the forum questions. Can you explain briefly what is? Should I be registered with them for paying taxes? I have looked at the website and started to register, but thought I should investigate further before completing the process. I set up my business in December 2011 - will I be notified automatically when I should declare and pay any taxes or charges due? I would prefer to pay on a quarterly basis.
