What is contrat acte d’insaisabilite?

I am wondering about the Contrat / Acte d’insaisabilite in relation to Auto-Entrepreneur. I have seen conflicting information suggesting it is necessary if you want to protect your home as an auto-entrepreneur, but then again, I have seen suggestions that it is only relevant for micro-enterprise and other small businesses/self employed businesses. 

Also, there is some suggestion that regulations are due to change again this year in order to remove the necessity for this by way of a change in the law, which is expected to better protect the owners of small businesses. Is it necessary? Can you do it later or must you do it when you open the business - before or after? What are the costs? Can it be cancelled afterwards if needs be?
