What is Avis d’imposition cotisation fonciere des enterprises?

I received in the post Avis d’imposition cotisation fonciere des enterprises. As I changed from Micro Bic to auto-entrepreneur business in January 2010 do I have to pay this? Is this a tax from the Chambre de maitres? If it is, why do I have to pay as an auto-entrepreneur I thought I was finished with them? Or, is this a tax every auto-entrepreneur has to pay?
