What is attestation d’ouverture des droits?

I have received a attestation d’ouverture des droits form from RSI / RAM, valable a compter du: 10/03/2013. This is the date I set up my business in France. Does this mean I will shortly receive my carte vitale? And how do I go about claiming back medical costs, e.g. prescriptions?
