What business structure in France for education consultants?

We are looking for advice as how best to set up a business in France to implement our business idea. We will be offering careers and higher education advice to help students access British universities.
- As there will be two of us doing the same activity, can we operate as two auto-entrepreneurs and if not, what structure would work best for us please? We would also like an idea of initial set up costs for any suggestion.
- Also how would you classify this type of business - is it services or are we profession liberales?
We do not anticipate having a turnover that would take us over the auto-entrepreneur threshold.
