What are the regulations for selling organised painting holidays in France?

We own a property with 12 bedrooms. The house is being leased to our société par actions simplifiée (SAS) business in France. The company intends to sell painting holidays to artists. The company will provide accommodation, meals, free transport from airport to the house and tuition. The tuition will be provided by artists to whom we will pay a teaching fee.

Do we need to comply with any regulatory regimes and if so which?
As we are providing accommodation, meals and tuition - are we selling a tour package that should comply with travel agent regulations?
What insurance policies are required?
