What are the regulations for a campsite, fishing lake and tables d’hotes?

I am planning on starting my first season this year as a small campsite of 6 emplacements.

Apparently I need to inform my local mairie that I wish to start this campsite. Research (APCE) tells me that because I plan on having no more than 6 guests at a time I don’t need planning permission. How do I find out which forms I need to hand in? Is there a chance it could be refused?
The campsite will be based around fishing, i.e. guests will be camping around a lake. I wanted to register as a campsite because I believe the activity is considered accommodation and therefore comes under the E80,000 limit. Insee also suggests this would be the correct activity for the business on this page. Will registering as camping only and making my contributions accordingly be considered acceptable even though the reason people will be camping is for the fishing.
I would also like to offer a meal option, and run a Table d’hotes for those camping. Is this considered a commercial activity or a service?
I would also like to know what the health and safety rules and regs are surrounding this.
