What are the criteria for registering as an AE?

Hi, my wife and I moved to France in November 2020, we are currently in the process of renovating our property and our plan is to open as a Chambre d’Hotes next year (..hopefully?) We are investing a lot of money in the property and are looking at the possibility of claiming back the VAT (TVA) on the materials we are buting for the CdH? Is this a viable option? I also have a question about business registration, how long before your business actually starts making income can it be registered?

I hope asking these two questions here is ok?
