VAT new regulation for EU client from 1st July 2021 ISS - IOSS?

I’m not sure if you already explained this somewhere.
I’m part of a Facebook group for auto-entrepreneur in France. Currently, there’s news about the new VAT regulation for the EU region that will start on July 1st this year. They said it’ll affect both goods and services even though the business still under the threshold (if I remember correctly, as long as the revenue past 10k).
Do you have any information about this?
