Unable to set up business in France?

I have tried to set up my gite cleaning business online in France but it is impossible to do. I next contacted the chambre de metiers and asked for help but they said I had to wait a month and first attend an information day before attending a compulsory course after which I can set up my business.
- However they have just cancelled the information day and rearranged it for the end of March. Meanwhile it would seem I cannot do business. Is this normal?
- Can you please suggest how I might speed things up?
I thought it was relatively easy to set up as a micro-entrepreneur until now.
