TVA for services provided outside the EU?

Hi there, I will soon hit the €35k threshold for VAT, and I’m wondering if I need to charge VAT for professional services (copywriting) provided to my clients who are based in non-EU countries? If I have to charge VAT, do I charge at their local rate or the French rate?
