TVA For International Membership Website

I have a few questions about TVA and who/how to charge if I am an A/E & TVA registered.

In a scenario where I have an online membership site which is B2C and 98% of the customers are from the US, Canada and UK (and only 2% from within the EU).

Do I charge TVA to only the EU customers?

For example, if the price is Eur100 for the year, do I charge customers based in the European Union Eur120 and everyone who is outside the European Union just Eur100?

Or do I charge everyone Eur120?
