TVA and invoices to foreign company?

We are going to create a SARL (société à responsabilité limitée) business for our consulting business in France. Some of our customers will be abroad, Belgium, Netherlands and the UK.

  1. Do we need to invoice TVA?
  2. And if so is it the French rate that applies?
