Temporary visa to a working visa in France

I have seen that it is possible to change from a carte de sejour temporaire to a working visa based on a submission of a business plan. Is this something that you could provide further information on, i.e. how specific must the business plan be?
In the event that the business is closed is it required that the visa will then revert back to temporary?
