Temporary immatriculation number for UK worker?

I have a carte vitale as I work in France. My wife works in the UK but lives here, so she fills out S1 form every year to give her health care cover, but the problem is she can’t be part of a mutuelle, as CPAM won’t give her a carte vitale and have only given her a temporary resident number immatriculation. We have been resident here for 6 years. Any ideas? We’ve explained the situation to CPAM but they said that was all she is entitled to in this region.
