Steps to set up new company after pole emploi?

I have been to pole emploi and am awaiting go-ahead from them. In the mean time I am getting impatient and wish to register new business. Is this a good idea to go ahead, or should I wait for pole emploi? Who are the bodies I should contact for support and to set up the company? I want to secure funding and any other benefits for my new business, having paid French charges for years as an employee, but I do not want to skip a step and then not be eligible.
