Social charge rates for selling a vehicle commercially?

If I wish to sell a vehicle commercially (not privately) do I calculate the social charge at 14% + 0.1% for training levy or does it have to be 24.6% + 0.3% which I pay already as manual services / artisan? If it is possible to sell a vehicle at the commercial rate do I have to register independently to do this or does it come in the remit of Mechanic Auto which I am registered as at present?
