Should I start a business to work as an accountant in France?

I hold a USA license as a certified public accountant (CPA). I live in France. I file US tax returns online for both people living in the US and expatriates living around the world. All my business is virtual and amounts to only about 9,000 euros a year. What is required of me in France, do I need to setup a business? I report this income in the US as self-employed which doesn’t require anything more than annually reporting my income.
