Setting up a company for IT Contracting

I have read through the forum to undertand a bit on different topics and one thing I did not understand is that if I work as a contracter for one agency for one client for a specifc client and then another agency for another client but not simultaneously meaning one after another,
I cannot setup a company and invoice these service companies and the only solution mentioned is the portage salarial in the forum. But I know several colleagues who have setup a EURL structure and work with the same concept as I mentioned above.

So i do not understand the problem, could you please explain.
