Scam RSI cotisations?

My husband has just received a cotisations bill from RSI for 1620 euros, it says for payment November 5th, 2012. He is an auto-entrepreneur but his earnings will only be around 800 euros for the middle 2 trimesters this year and 700 for the final one. The last declaration I made on line and the payment was taken online. The timing is strange as the bill is from where we used to live until Apr 2011, yet he received a welcome letter from the new RSI office yesterday. There is no mention of how to make payment please can you confirm if there is still a problem with fake bills?
