Reclaiming VAT paid on goods bought in UK then resold in UK

I am registered as an enterprise liberale and most of my work involves design services online. However, I occasionally buy goods from a UK company to resell to my UK clients. Can I reclaim the VAT? If so, do I have to be TVA registered in France?
