Property for private events company

I’m a EU citizen living in Paris considering opening a private pool outside of Paris, sort of an events company. There would be no hotel, only a pool and a restaurant. Maybe some parking spaces for guests.
There are obviously many questions regarding health and safety practices further along the road etc. but at the moment I only really have one question in regards to the property:
Q: Is it possible to buy land or a property with an existing building and how does the PLU for the land/property come into play: i.e. can we run this type of business in a sparsely populated residential area for instance? Also, would we need to consult with the Maire about our business plan prior to purchasing the land/property?
