Proof of business experience not accepted in France, what should I do?

Last week I went to chambre de metiers to register as a tiler business in France, revétement de sol et mur. I had proof of three years experience in the form of my annual tax returns. My French neighbour came with me to help with translation, we explained that as I had been self employed for the last twenty five years. I did not have weekly or monthly pay slips just end of year returns.

A few days later I received a letter saying that my application have been rejected by the CMA as I did not provide thirty six monthly pay slips. I have two months to appeal this decision. What do you advise?
