Problem with registering a French business online?

I have been trying to register a business in France for three weeks and am now absolutely fed up with it. I get right to the end and following the fantastic forum advice am going for the paper option so I can add dependents. I then have two problems:

  1. It gives me a form to download cotisation foncière des entreprises (CFE) Validation declaration - I can’t open the form, it won’t open in Adobe or Word?
  2. Then it tells me verification en cours but does nothing. I have left it for hours but nothing happens. I must have tried to complete the form at least eight times.
