Pay our social charges as per the auto-entrepreneur scheme?

To cut a long story short, we registered as a BIC late 2008 but to commence business 01.01.09 and sent a letter to the RSI in December by recorded delivery confirming we wished to pay our social charges as per the auto-entrepreneur regime. We then had a meeting with a lady at the RSI in February to confirm our position and she confirmed that she would organise for us to pay cotisations as per the micro social regime and just to ignore any bills we got in the post ... assured us that we would hear soon about how to do our quarterly returns etc.

We then received a statement of cotisations which we sent back with a letter to the RSI recorded delivery on the 30th March. In April we received a bill and again sent it back with a letter explaining the situation recorded delivery. We then received a message from the people who helped us set up our business that URSAFF had received a letter in April and it was too late to register on the micro social scheme. I am at a loss as I am not sure who I should be dealing with, the RSI or URSAFF.
