Opening a business in France with visiteur status?

I am a non EU member with a carte de sejour. I currently live in France with my carte de sejour which I got through my wife being a student / employee in Sophia Antipolis. So my visa/carte de sejour is classified as visiteur. First of all, is being a visiteur problem to start a business? Or is it only the carte de sejour that I need Second of all, about the carte competences et talents, if I need it where should I get it? From my country or while I am in France, can I apply for it in France?
