Open a car restoration business in France?

My daughter and son-in-law have decided to come and join us full time here in France where we have lived for 8 years now. I am now retired. Clearly my son-in-law will need to earn a living and as we share a passion in classic French cars we have researched the economics of buying and restoring them and selling them on. This he will do in one of my converted barns. Are there likely to be any restrictions in doing that? We have no immediate neighbours.

I expect he will be able to achieve enough restorations in a year to achieve a turnover of 49,000€. The profit will be in the order of 28,000€. I expect that the Auto-entrepreneur scheme would not suit or be practical for this type of business. Would that be a correct assumption? If that assumption is correct which is the best and simplest type of business for him to register without having to jump through hoops?

I understand that some types of new business require cotisation to be paid up front and this can be quite a high figure, is that correct? What could be expected? Would he be entitled to some financial help, or cotisation exonerations etc?
