One-off freelance project while salarié in France?

My husband works full time as a journalist and recently did some freelance translation work for someone in Germany. This is a one-off job and not something he’ll continue on a regular basis. I think the final bill is somewhere around 1,000 euros. Does he need to set up as an auto-entrepreneur business in France just to bill for this? And what about TVA?
I am set up as a business for website design in France. Could I bill the work as web work since the translations will be used on the web? I’m doubting it and I don’t think I could do the TVA part.
