OK to start a business in France when I already have one in Germany?

I am an American who has lived and worked in Germany for 25 years. I have owned a property in France since 2000. I have permanent residency and work permits for Germany, where I have a shop and a web site.

I would like to advertise and utilize my web site in France and possibly open a small shop in France. Do I also need to obtain residency and work permits in France, or will France accept the German permits, since both countries are in the European Union?
