Non-residents and the 9807€ income tax allowance

Can you tell me (I have tried and failed to find the answer, when reading many online sources) if non-residents are supposed to receive the general basic tax allowance of 9807€ on their income (so don’t pay any tax on the first 9807€ earned)? I have seen the barème here. This is for 2017 income.
