Non EU spouse starting an auto entrepreneur business

I am a British citizen with a spouse who is a non-EU citizen. We arrived in France 1 month ago. My wife has a 3 month type C visa, famille UE/EEE. She has an appointment with the prefecture to obtain a première carte de séjour “membre de la famille d’un citoyen de l’Union” but this is not until the end of next month. Can my wife start an auto entrepreneur business now or does she need to wait until the prefecture issues the carte de séjour?
