Must I wait for a valid Carte de Sejour to register a business?

My carte de sejour is in the process of being renewed and have an attestation from the marie to that effect. Must I wait for a valid carte de sejour to register a business? My carte de sejour is for a visitor since I work across the border in Switzerland for the UN. Should I ask for one that permits working even though I am retiring from the UN soon?
