Minimum to declare in order to satisfy RSI requirements?

I understand that there is a minimum to declare in order to satisfy RSI requirements. So is it better to declare bit by bit or can I declare all in one go, i.e. first quarter 200 euros then second quarter 10000 euros? Or should I declare first quarter 3000 euros, then second 7200 euros?
