Manufacture of wooden products a regulated trade?

If I was to manufacturer wooden products from bespoke items to shutters etc. would this come under a regulated trade or is it purely manufacture and sale of goods. I ask this question as I am considering focusing my new business in supplying my products and not installing. I would not be involved in finishing or fitting. Also I believe the tax is lower for sale of goods?
