Legality of leaving a pool unattended with just a pool alarm.

We want to take away an ugly security fence around the pool and buy a pool alarm. What I don’t understand is what happens if the family is away shopping for an hour and the pool alarm goes off. It will annoy the neighbours and what if there is a real emergency and a child falls in, we can’t help as we’re not there. What do owners or locals do if they just have an alarm and no fence and have to leave the house to go to work?
