Is service entreprise Intracommunautaire bill a scam?

I’ve registered as an auto-entrepreneur (as a profession libérale) and have now received a bill from Service Entreprise Intracommunautaire saying that I’m subject to TVA and should register with them—costing 286 euros via their website registre-intracom.fr or 390 euros if I pay by cheque. Is this a scam?
