Is OCTA taxe d’apprentissage a scam?

We have just had a letter from the above organisation demanding that we complete an earning declaration for 2011 and pay this tax. We are an auto-entrepreneur chambre d’hote and gite. However we have ditched the Chambre d’hote from Sept last year. Is this something that we have to pay? Our income is so small and again I thought auto-entrepreneur was all tax paid? Or is this just another scam to see if you will pay up?
